Yes highest bill has been 300 and that is only because I hung some paintings made by my sim. However I did notice that with the painter aspiration that paintings i hung after reaching level 2 on the aspiration goals didn't count towards the 25 required. Not sure if its a bug or what.
It seems you need to move the painting in Build Mode for the computer to recognize its worth and add it to your property value, as well as count it toward the "25 paintings" goal of that milestone.
