After I posted last night I played a bit more. Several of my sims watching the comedy channel developed the Playful moodlet. Two of them were children. I wanted one to work on the computer and he had the option to Troll teh Forums. I checked the rest of the family and everyone who was Playful had the option. Only two of them had any mischief skill and both of those at level 1. So looks like there are a variety of factors that can open the option.
