That's one way to do it. The other is to do this in layers using some kind of mask. In another simulator I use, we can weather conditions such as snow and rain, and snow will appear on the ground, and on certain assets with that feature enabled as well as certain seasonal textures. The snow texture also gets applied at high elevations as well, but we don't need to worry about that here.
The issue though is they will have to carefully create the mask so it fits on the scenery and build alternative, replacement-type, assets for each seasonal transition so that trees that are green in the spring and summer turn to autumn colors then lose their leaves in the winter months. Sure we can do this manually with autumn trees placed by us, but having them automatically replaced can be difficult if we've gone ahead and modified the lots.
Then related to this is a fully replaced lot which would work fine if we didn't alter anything as well. The basic stuff would have to remain as-is, as they created it in the first place so that stuff gets replaced in the same spot each time.
