Updated the rules

- Added Sidekick Program: Once all four Child Sims are moved in, you can start designing their costumes or uniforms under the "Party" outfit.
- Added Sidekick Program: When a Child Sidekick ages up to Teen, you can start designing their costumes or uniforms under the "Party" outfit.
