I'm sorry dear I really didn't pay much attention to how much it reduced them to, maybe 15% but I could be wrong!
Edit: Looks like here its 25% restock reduction for the 300 point perk for 12 hours!

In this guide of Carl's he says they don't stack but mine does! I have the cheaper restocking and when I buy the perk for 12 hours it takes mine down even more!
