The Victorian Challenge! *Read Me!*

I'm a bit confused about the wording of this rule, could you please clarify? 10. If your sim (male or female) falls in love with someone who was not created by you (base game sims, NPC's), if your sim moves. And what is the endgame of the challenge and is there a way to fail? I've always been fascinated by the Victorian era, so I do like the sound of this challenge. :) I'm currently doing the Legacy Challenge though, so I don't know if I'll be doing it anytime soon.
