As per usual with anything that comes out of my mouth, I don't know if my answers will help at all. But as we all know I love to talk, so here goes. Sorry I'm only answering one of these questions, I'm not sure what I'd say to the second one about more recent events.
So the trouble is I'm not playing a Decades challenge, so I am only answering half the question but I am writing a historical story, based on...well it's a bit of a mess because it's inspired by everything between the 1600s to the 1800s. : P
Should stories that inevitably involve war, dictatorship, loss of home, persecution and genocide be told at all with a cutesy video game? Spoiler cut for neatness.
I hope this makes some level of sense. : P

Considering my own story revolves around a wide-scale witch hunt and persecution of witches, I'm going to say yes because it's all in the way you choose to do it. Not only that, but I think it also kind of revolves around what kind of site you post your story to. I think on the Creative Corner most of us regular writers have a fairly level head in terms of 'this story isn't for me so I won't read it'. So that's a plus in that I think it's one less thing to worry about if you post it here. Other corners of the internet can be a lot less level-headed in that respect which is why I only post my story here. (I am the 'annoyingly progressive' person in most people's eyes, and even I know that sometimes, people can get the wrong end of the stick, but insist that they're on the right end of the stick, and insist that you're on the wrong end of the stick, and then say to everyone that they should light your end of the stick on fire...)
I admit, there are elements of that time period I alter or leave out for the sake of my own comfort in writing the story but also because the story itself is gloomy enough without the entirely-accurate harsh realities. But also as I said, those parts are also influenced by the surprising things that can come up in my research and that sometimes people can be more kind and/or understanding than we once thought.
In addition, Decades Challenges are designed to embrace different elements of history for the challenge aspect, and history is rarely comfortable- so if someone were, theoretically, to be like 'how could you write XYZ into this cutesy game?' then I'd probably be a bit taken aback. In addition to that, if it gets people looking into real-life history and real people's stories, actually that seems like a good thing to me. Whenever I see my mum or dad watching something about history even if it's not entirely serious or in-depth I'm always Googling away about the event or the period. I've found out some amazing things researching my own story, and actually that some elements of history can be surprisingly progressive for their times, or completely turned around my previous outlooks on things.
As for content warnings, In my eyes a Decades challenge set in a time period known for strife would be a big enough warning for me. I think on this site of the Internet fence you'd be fine, since a lot of the Decades challenges I've read have dealt with the real-life consequences of living in that era in ways people didn't seem to have a problem with. But if you're like me and want to be extra careful, go ahead.
