Nah, TS3 had so much more:
houseboats, sailboats, rowboats, speedboats, paddle boats, even swan boats. Also, there were jet skis, water skiing, and wind surfing.
Ocean swimming was already available since Seasons. However, Island Paradise added snorkeling as well as scuba diving. There were large underwater lots to explore, treasure to find, and mermaids to meet.
On land, there was an entire resort system that Sims could buy into -- from the most pitiful tourist trap to five star hotels.
There was also a lifeguard career, three new deaths, two new traits, two radio stations, and a new life state -- the mermaid.
