The issue would probably be that it would be difficult to make those updates different from each other, the devs would probably prefer to just work with one final version (that supports bug fixes, new features and packs and new content), and not have different versions. But I'm not sure, I'm not a dev.
One thing that I have wondered about is to support having a rollback version, as in you could roll back to the last previous version of the game. The issue would probably be storage as you would need to have enough space to save a copy of entire The Sims 4 folder and The Sims 4 documents folder. But I assume that this can already be done manually as long as you play the old folder in offline mode.
