A toddler standing motionless before playground equipment they cannot use

Toddlers who want to play on the equipment but lack the skills often freeze in front of it.
It's heartbreaking to see them standing there, showing no interest even in toy boxes or stuffed animals.
I think it would be good to either ease the children's fixation on the equipment and encourage them to use the toddler-specific play structures on their own, or add modular components to the equipment that can be set to a lower height suitable for toddlers.
