About the DLC On/Off Function

I heard that many mods stopped working after the 19th update added the ability to toggle DLCs on and off. I'm wondering, is this feature really necessary?
If you could use existing save data to turn off a problematic DLC until a patch is released, then turn it back on once the patch is out, that would be a great feature. But you can't actually use it that way, right?Am I the only one who thinks this is a somewhat questionable feature?
