If this would be too big for one pack it could be split into two. The first Venice type world with the pottery/glass blowing and stained glass etc along with an island with ruins.
And, a second pack with sewing/tailoring/fashion designing/modeling/make up/hair dressing etc! This one could be in a Paris type themed world! With a "famous" sim monument or two to visit, an art museum, beautiful old architecture and gorgeous parks in the "Paris" area. With themed Parisian type neighborhoods surrounding with many buildable lots and a neighborhood park in each. Also there could be a neighborhood fashioned after Cannes/Nice, France on the water with a sims version of "Cannes International Film Festival".
A Sims Fashion Week could be incorporated into the world. Maybe some high fashion items could only be bought if your sim visits a particular npc run "Paris" store. Sims would have to become a certain level of famous, or become besties with someone very famous who brings them to Fashion week and/or the International Film Festival where they would score some of the best seats! Anyone else would have to pay an exorbitant amount for the nosebleed seats to these events.
