It also seems to me that EA has fallen into the misconception that offering free content would discourage players from purchasing DLC, but I think the opposite is true.
For those on-again-off-again players who have grown bored of the game and don't play on a regular basis, there is very little reason to invest MORE money into the game, just to get a few more play sessions in before growing bored again. BUT if there is consistently new free content updates, those players will probably play with more regularity and invest more of their time into the game - then there is incentive to spend money on a pack here and there that those players wouldn't otherwise buy.
