I've tried this myself many times. It's usually because the first stairway butts into the top stairway/ceiling, essentially blocking the Sims from stepping onto it. That's why just moving and angling the staircases doesn't work- it runs into itself since the stairs need a specific height and cuts into the ceiling. You could possibly make it work if you use a higher wall and just kind of play around with placement.

It should work if you remove the wall underneath the stairs. Then you will be able to place stairs on top of another and make them look like they are spiral stairs.

Oh, this explains why mine aren't working either X/
I keep trying to make this work and it won't.
