This is not a bug, people do this on purpose because a lot of us want to be able to use locked CAS items. It might be annoying to you and that sucks but if they remove the ability to do this I will be upset and I doubt that I'm the only one...
At least a button to remove it from a sim would be nice, because while CAS unlock sims are intended for that purpose a lot of the sims in the gallery aren't, yet they still have this stuck to them. I have to clean an entire save file because so many of my sims were infected with this crap, it genuinely feels like it's some kind of disease spreading across my save and it's extremely tedious to get rid of it. If they gave us at least an option to clear it and remove it from individual sims I would be extremely grateful.
