[CL] Blue outline at base walls while building in 1010 Alto Apartments lot

There is a blue outline at the base on the edges of the apartment that are facing the “city”. This base does not change when the floor pattern is changed. I will attach a few photos below. Is anyone ...

It's the trim on the exterior of the apartment block slightly poking through. You won't be able to do anything about it.
