[CoL] Allow Pies to have birthday Candles

Allow all the cottage living pies 🥧 (excluding shepards pie) but chocolate pie in particular to have candles for our lactose intolerant sims to have a cake without lactose we only hace one which is a gourmet meal being lactose free simcity cheese cake

    I would love this. You think farmers don’t stick birthday candles into an apple pie from time to time? 😉

    That would be great! It would be good for lactose intolerant sims as well as otters who would prefer candles on pies.

    @rosemow 

    I'm not sure if there are lactose free cakes in the game but in real life there is so if they don't exist in the game I would prefer they got added instead of putting candles in a pie.
