[CoL] Allow Pies to have birthday Candles

Allow all the cottage living pies 🥧 (excluding shepards pie) but chocolate pie in particular to have candles for our lactose intolerant sims to have a cake without lactose we only hace one which is ...

That would be great! It would be good for lactose intolerant sims as well as otters who would prefer candles on pies.

    @rosemow 

    I'm not sure if there are lactose free cakes in the game but in real life there is so if they don't exist in the game I would prefer they got added instead of putting candles in a pie.
