I managed to complete the entire event without any issues, so it doesn't seem like there's an issue with the patch that's affecting everyone and preventing everyone from doing the event.
The changes made by mods can still persist even if you remove or disable them, if the mod changes something in your game options or save file - examples include people having problems with the Reaper's Rewards event and it turned out it was Better Build Buy making permanent changes to the catalogue that stayed even after people disabled or removed the mod.
Since this event is account-wide, you can disable all of your mods, and try starting a brand new clean save in a mod-free game, and then complete the event goals. Then switch back to your regular save and the rewards you unlocked will still be unlocked. That might help you to make at least some progress while the event is still on?
