Create PC Sandbox World Sims4

It would be fun to have a "blank canvas" sandbox version of Sims4 for PC. The expansion would give payers the ability to customize their own neighborhoods, with homes, businesses,and sights of entertainment and landscapes. The sandbox game would have the coding for the lots and the player would be able to design the world. Example: naming the city, designing streets and where streets would be placed. Picking the areas  for residential(single family as well apartments)and entertainment and businesses(bowling,clubs restaurant. Then create the Sims  to occupy your builds. I believe the Sandbox Sims4 PC expansion would be a great addition to the Sims 4 brand.

    Except the background designs can't be changed, I do have a template save that has all lots bulldozed. I can create my own lots ?(or download from gallery) and populate with Sims I choose. There are some save files to download that have no buildings and no sims to make it easier to start totally from scratch.

    Newcrest is the closest thing we have to a blank canvas, but even that world has limitations — like no 64×64 lots and no ability to change terrain, streets, or districts. Technically anything is possible, but The Sims 4 isn’t built like SimCity. The world shells are fixed, so full world‑building isn’t something the engine supports.
