@Princessciji Hi! I added a "me too" because I would love to have one of my played sims own a restaurant AND be the chef. One thing to keep in mind is that it would be really difficult to do all the owner interactions with customers and staff if there is only one sim owner who also has to do all the cooking. Those owner interactions are necessary for increasing a restaurant's rating. So, I think this would only work well if the restaurant owner household has more than one sim.
If you just want to have your sim make money from cooking and selling their food, I second the suggestion by @PipMenace to get Home Chef Hustle. I've had a lot of fun with the pack. While I haven't created a pseudo-restaurant, I did create a lot specifically for selling food and drinks that my sim made. Your sim can sell food (and drinks or other items) on their home lot or put the food stand in their inventory and sell from any community lot. That is a big perk since your sim doesn't have to buy a separate lot and it's actually kind of nice not having to worry about the customer / staff satisfaction or the rating. You control what food / drinks are prepared and also the markup for what sims pay. I know it's not what you were asking for but maybe something to consider.
It would be nice to get a much needed refresh to the Dine Out pack. Especially for those players who have already purchased it. Especially with the consideration that Console players cannot use Mods.
Having the ability to play as a Chef in your own restaurant, or play as a Waiter, would allow for more family gameplay. A family owned restaurant would be fun to manage. Playing as a Chef would be another avenue to progress in the Cooking, Baking, and Gourmet skills outside of cooking home meals.
Allowing to delegate Restaurant tasks to played Sims would alleviate some of the other pack issues, such as Townie Employees taking too long to perform a task or completely ignoring a task.
Many Restaurateurs began as the Chef of their own restaurant. Why not allow this same Career progression in the game?
Yes, there's the Home Chef Hustle pack to help fill the void of playing as a Chef. It's the Food Truck answer to a Restaurant's problem. However this is asking players to buy another DLC to correct a DLC. Many of us already purchased Dine Out and would just like some updates to it to make it more interactive and playable.

My problem exactly! I play on console so no mods for me.. and I don't want to buy a new pack because I just spent money on THIS pack! It's just seems half assed.. thanks for understanding. Do u think the EA workers can see this? Because I hope they do!

@Princessciji They do monitor these forums, but I don’t think we’re getting any more pack refreshes. Bug fixes, yes. New features, unlikely other than as new packs (or occasional base game updates).
