So the Industrial Loft kit advertised a window that was missing, but it was added to base game for free eventually.
Now this Cozy Celebrations event is missing Earmuffs from another image...

@MyOnlySUNSHlNE I had noticed that as well, plus children don't have a Santa hat in the game (and adults need Seasons for it), nor do we have any cookies that look the same as what's in that picture. Also, the hairstyle the little girl has looks different from the current ponytails in base game (I include a screenshot of the ponytails that are in base game).

I don't believe this was ever meant as something that should be in the game. This is just a festive drawing there are no Sims as such in there though there is a drawing of a plumbob.
I wouldn't mind if they made in game versions of them though.
@gooochyeee I looked for both kids' tops and there do seem to be versions in the game that seem close enough (closer than the girl's hair!). I wasn't sure re either of the kids' pants/bottoms.
I missed that re Jasmine's jacket!
@jpkarlsen I do understand taking some creative license, but I think it should still be somewhat close to what's in the game.
