We cant plant the fairy seedling we only get option to put in invitory!

This is by design, since only Humans and Ghosts can become fairies. Half-aliens can become other occults, but not fairies.
Did you try clicking on the ground or in a planter ?
Is your Sim currently a fairy or human ?
Had this same issue as well, no mods. Did some testing and found it only affected my half-alien sim (had trait_OccultAlienPart). When I removed the trait, I was able to plant the fairy seedling.
Hi, I think I have a similar issue. How did you remove the trait?
Cheat console: traits.remove_trait trait_OccultAlienPart
Any occult won't have the option as you can't have two occult states at the same time.
Maybe there was a conflict ?
There's some other issue with Aliens and fairies being reported or maybe they just disallowed it for all occults and aliens is a bug.
I don't know at this point.

Is this a glitch. Tiara's mother was a green alien as was her mother. Tiara inherited her mother's green alien skin, but she is not alien. I wanted to turn her and her husband into fairies. As soon as Junior, Tiara's husband, planted his seedling, Mother Nature showed up and he became a fairy. When she tried to do the same, the option was not available. She was pregnant at the time, so I thought maybe that was the problem. I had her try again after her daughter was born but it's the same as before. Does anyone know if sims with alien skin tone cannot become fairies?
