"fertilize all" and "evolve all" interactions on plants in community gardens

Wait...these work for you?  I tried "Fertilize All" multiple times with several of my families and they didn't work.  I would select the action, the Sim would stand in front of the plant.  Then the action would go away and nothing happened.  I figured it was like every other change EA makes, seems like it doesn't work right for about six months (or more).
