"fertilize all" and "evolve all" interactions on plants in community gardens

In the past, sims are not allowed to fertilize or evolve the plants in community gardens, but the newly added "fertilize all" and "evolve all" interactions appeared on these plants. I don't think thi...

Wait...these work for you?  I tried "Fertilize All" multiple times with several of my families and they didn't work.  I would select the action, the Sim would stand in front of the plant.  Then the action would go away and nothing happened.  I figured it was like every other change EA makes, seems like it doesn't work right for about six months (or more).
