Pollyanna and Anne were both set between 1900-1910, well before the 70s. There are plenty of movies and books after them depicting woman without hats...
And while there is a part in the Bible that says that women should have their hair covered in church, those were supposed to be for a particular culture in a particular time period. These early 1900s style hats or for fashion, not religion. The hair covering thing for religion is supposed to cover all of the hair and these hats did not do that.
