Having a similar issue. Did testingcheats true, then did bb.increaserentalunitcap on and hit enter. It just shrinks the cheat code bar to a single line. When I click on a room and go to the dropdown menu to make it a new unit, the option for + Create Unit is greyed out and unselectable. No CC is active.
Ew. Why? Was there a problem?

Though they also state: "We’re also tracking any potential links to specific expansion packs or objects, though corruption reports predate packs like The Sims 4 For Rent."
It's really frustrating. I want this cheat back more than anything. When For Rent was released, I began buying all Sims 4 DLC, and I stopped after the November 4th update when they removed this cheat. Completely ruined the game. I keep following for updates on this, hoping they add the cheat back soon - I basically gave up playing and started playing other games again.
