[GTW][S] Suspects Showing Up in Hot/Cold Weather Outfits

This is another old bug that affects the detective career. I can't find the original report. After issuing the APB, the Sim who shows up as the suspect wears a hot or cold outfit if the location is outdoors and the temperature is too hot or cold. This only affects the game if Seasons is installed or enabled.
