If I hit my noisy neighbour with a freeze ray, the noise should stop.

It is just one example, but it bothers me that we can't do anything about noisy neighbours in an apartment while the game gives all kinds of tools that SHOULD work. 

Salim Benali keeps terrorising my four sims with his noise. 

My criminal sim has beat him up for it repeatedly, she has also broken into his place to break whatever she could break, he still makes noise. 

My scientist these days just does not complain about the noise since he'll always just insult her and make an excuse so she just pounds on his door and freezes him, I've kind of been hoping he might freeze to death from that but no luck so far. Sure I could evict him, but that would not feel very satisfying. 

Either way when he is a frozen statue in the hallway and lives there alone, no noise should come from his home. 

What's even the point of being able to complain about noise if it never stops it?
