Incompetent Oracle. Why?!

My Sims character is The Oracle. She is required to hack for her work tasks in order to earn promotions. Lately she has been failing at a staggering rate. In fact, in hacking work performance, all of my Sims fail at a high rate lately, even with a high-speed internet connection, upgraded computers, and the criminal branch computer in use. Shouldn't The Oracle be really good at hacking, beyond just maxing programming ability? Shouldn't this be an extra ability? it's THE ORACLE.
