It would be nice if NPCs would dress for the weather

I am not sure how hard it would be to set up NPCs to wear coats when it is the middle of winter but it really takes me out of the game if all my sims are freezing and still wrapped up like polar bears and then there is an NPC wearing their traditional spring wear,  short sleeved shirt and no coat.  It was worse in earlier versions of the game of course.  In Sims 3 when you would go to the festivals and its the middle of winter although I guess it still is the same in Sims 4.
