This is currently functioning as designed- the "Give Speech" interaction is only available for the podiums with City Living. Please feel free to provide your feedback on this design choice here if you'd like.

For Podiums, its preferable if they are cross-pack compatible the same way Microphones are handled. No matter the pack, Microphones have the same interactions, offering skill-building with [GF] Practice Acting, [CL] Practice Singing, and Comedy Routines. Microphones are included in Base Game, [GF] Get Famous and [HSY] High School Years and all Microphones offer the same set of skills to build.
As a skill-building object, Podiums should equally come with the ability to [CL] Practice Speech, [DU] Practice Debate, and [LD] Perform Eulogy. If I have [CL] City Living installed and [LD] Life & Death installed, then I should be able to Practice Speech to gain Charisma using the Funeral Podium. Here's an opportunity to also correct the [HSY] Podium, which is listed under Activities and Skills, but doesn't offer any skill-building or interactions whatsoever if placed on the home lot.
For Player convenience, it's easier to remember "this object builds these skills" instead of having to commit to memory which Podium supports which pack-specific skill; a disjointed approach instead of being cohesive and skill-supportive. When it comes to furnishing a build, choosing a style of Podium shouldn't come with the sacrifice of skill-building.
