What you describe would not be 1st person view. It seems that you want free camera mode which you find in camera controls.
Yes I'm talking about free camera mode but it's exactly why I'm proposing this idea cause free camera mode/TAB mode doesn't have the "lock camera" on sims. You know when you right clic on a sim and the camera follows them anywhere? I want that but in TAB mode/free camera mode.
