Make Outdoor Disc Lights Ceiling Lights

For outdoor floor lights, there are disc lights that only give off a discrete amount of lighting and noticed they resemble modern day LED down lights. So why can't these lights be used for ceiling lights as well?

It'll be just like modern homes that have these that discretely light up the room nicely rather than the game's saucer lights where just one brightly light up the entire room and when putting them in a hallways or open plan areas, they tend to overpower each other.
