Sims 4 has never had a pop up to change the name when your sims get married. Instead, you can just go into CAS after your sims are married and change the last name of whichever sim you want the name changed for. I actually prefer that as I don't usually change my sim's last name when they get married and it's simple enough to do.

@MapleSimmerThere was a pop up. Around 2018-2019 it stopped appearing. It was blue and looked like the baby one. I remember using it when my Sims got remarried to change the family surname. Then it didn't show up again for several updates, and showed up once then disappeared nearly-completely around 2020. It was optional, the second time it showed up I never went through with it. Also, keep in mind, I am on Xbox and it's only showed up three or four times, many UI changes ago now. So it might've been an Xbox exclusive bug or something.

@thedirectorlives
This was removed a long time ago. It's by design and not a bug.EDIT: Actually, reading old threads I think Maplesimmer is correct. There never was one for Sims 4. There was an issue with not being able to change the name in CAS but that was solved a long time ago. Think that's what I remembered.
