Maxis penalties

Hi,

I don't understand why Maxis does that :

With Kleptomaniac/Sharing is Caring/Shady Business perk, the player can't steal more than 1 object.
With Criminal career , the player can't pickpocket without limit.
With Lightning power, the player can't set objects on fire.
With Handy aspiration reward trait, the player can't do Instant Repair/Instant Upgrade more than 1 object.

What is the point of these options if I can't use them 99% of the time ?

But at the same time :

Burglar NPC can steal several objects.
Trashley can pickpocket one sim several times in row.
With Spellcaster/Shady Business perk, the player can set objects on fire without limit.

On one hand Maxis give abilities with big restrictions and on the other hand there is no limit.

I think

The player should be able to steal at least 5 objects per day
The player should be able to pickpocket as long as nobody noticed it.
The player should be able to use lightning to set objects on fire.
The player should be able to instant repair/upgrade without limit as a reward should be.

Bonus :

The player should be able to shoplift in Retail lot and Small Businesses.
