I have purchased Cities: Skylines yesterday, and I must say, from the very start, it looks cold and lonesome and depressing, and as something is missing, like the Sim characters who would actually live their lives in that city and be playable.

cute. So the answer is still No. ETA: We already do the managing of our worlds/ hoods in TS2 and TS3. Not so much in TS4 since we can't tear down backdrops or move lots around. Or build road systems, etc. You are trying to combine a mayor game with a god game. I think someone already said it best, both games would suffer.
I'm surprised City Skylines doesn't have agents walking around. (fake Sims).
