Per SimGuruEugi:If we had allowed the creation of apartment buildings from Build/Buy, we would not have been able to achieve the look we were going for. For instance, B/B limits construction to five floors, but you want buildings to look like they have many more than that, so you can look over the city skyline.
I think the apartments are more the result of how the worlds are made and whatever reason prevents us from plopping down our own lots like we could do in previous sims game, is also preventing us from setting up apartments and re-defining their boundaries. Maybe the lack of lots would have been less of a problem if at least it would have been possible to add various things to a lot and have them function properly like in TS2 community lots. I would not need separate lots for a cafe and a museum if I could have both on the same lot. It doesn't even make sense that we need a separate lot type just to have the barista show up to tend a coffee cart. Our sims can tend them but they aren't paid for it so why would we bother to ted the stupid coffee carts? Same thing with the food stands.
