neighbourhoods need to be alive

The next EP, rather than having one lot here and one lot there, all in seperate neighbourhoods, I would like to have something like Willow Creek, the street where everyhouse is occupied. The same as Forgotten hollow.  Having houses occupied with playable sims makes the neighbourhood feel more alive. Just put all the residentual houses in one neighbourhood and all the comercial ones in their own neighbourhood.  I know there will still be loading zones, but i like that my sims neighbours are actually sims that I can play.
