I've been saying this for years and have posted about this constantly. In my opinion they should go back in and evaluate all the clothing and put things that look like rain gear into the hypothetical rain gear tab and then fill it out with traditional and some fun rain clothing. Same with pets Rain Gear should be a clothing tab. Then, as has been already stated Sims will switch and put their rain gear on.
