No action taken message for gallery report of injured, bleeding dog

I reported an upload on the Gallery earlier today for something titled "Homeless Dog" which depicted an injured and bleeding dog. I would like to know how that is okay with EA. I was not the only one...

I tried to grab a screenshot but it was hidden after reporting it. You can find it by searching 'homeless' and filtering by most popular households. It's a few rows down.
