Butlers, ghosts (with haunted lot trait), neighbors, tend to harvest plants aka steal them. I don’t think gardening services do this. I wish they would stop, especially the ghosts! I can lock out the others, but ghosts just walk in. I turned off the haunted lot trait but I really would like to keep it on.
It would be cool if there was a lot trait like 'free harvest' so others can harvest stuff, but otherwise no, it doesn't happen.

I don't know about butlers or ghosts, but neighbors usually don't harvest my plants unless I have the Self-Sufficiency N.A.P active.
This is really stressful with rags to riches. Especially in the beginning.

I've been assuming this is a bug, and not even 100% it's not mods. I thought it might be MCCC because it happened with only that in. It's a pain to test, because it's not constant, so I wasn't sure it wasn't vanilla game.
Anyway, yeah, they obviously shouldn't do this.
