Please limit the number of houses NPCs can inhabit

I don't always want to start a new game when I want to start a new Sim, but if I start a new Sim in an existing game, I have to evict NPCs from homes until I've decided where my new Sim will live, because every home in every neighborhood is occupied. It's ridiculous! Not every NPC family needs to physically move in, do they? Can't they reside in a rabbit hole?

A way to get around this is to take time setting up the save file to prevent it. Change empty lots to generic and that prevents npc moving in. When I set up a new save, I move in neighbors, put in public lots, and chanage unused home lots generic. Set up can take anywhere an 30 minutes to an hour.

That's just how it is. It doesn't take more than a minute to evict a few households already in the game.
