Please limit the number of houses NPCs can inhabit

I don't always want to start a new game when I want to start a new Sim, but if I start a new Sim in an existing game, I have to evict NPCs from homes until I've decided where my new Sim will live, be...

That's just how it is. It doesn't take more than a minute to evict a few households already in the game.
