I agree with you to infinity and beyond I wanted a preteen Lifestage introduced to the Sims Franchise ever since I was a teen playing the Sims 2, like you I was introducing my niece to the Sims she wanted to make herself in CAS and she couldn't the child look to young and the teens looked to old and she disappointed she couldn't make herself as a sim.
Another good idea is Preteens can still play void critters and play on the playground, play basketball, wash clothes in the washing bin, fight with both child and teens also "borrow" teens things because why not? And the mood swings to the max stomp up the stairs, slam doors, talk back to adults, be more aware of appearance then you were as a child.
