Cheating Community Space type without living in same neighbourhood

I've turned Magnolia Blossom Park into the Community Space lot type from Eco Lifestyle and built all different sub-lots, only to realise afterwards that the lot is its own neighbourhood. Therefore, my sims can't vote to change the community space sub-lot. Even when I try to change it with testingcheats on, the cheat STILL requires your sim to live in the same neighbourhood, which kind of defeats the purpose of the cheat in my opinion. That means there is no way to change Magnolia Blossom Park into a Community Garden, for example, which I was planning to do.

Could you make it so that testingcheats on doesn't require your sims to be from the same neighbourhood anymore? I'm sure this doesn't only affect Magnolia Blossom Park, but other lot types as well.
