[R&L] Should there be Situational Overlooking of Secret Witness?

My Sim has Devious/Mysterious Ideals both include use of Voodoo Doll. He is also Shameless, has Bad Reputation, and doesn't care when his Scandal is exposed. It non stop refreshes, as he is always autonomously using the Voodoo Doll and getting the Scandal. That is not the problem—I love it actually.

But you'd think his partner would stop continuously getting "Secret Witness" if they are Partners in Crime and Confidants (says no secrets with each other?). They are also opposites and often get the "Opposites Attract" Sentiment, but the "Secret Witness" always overrides it.
