Hi @SimmerInTime01 if the neighborhood stories behavior bothers you, you can always modify it or turn it off
To turn it off altogether go to Game Options > Gameplay > Neighborhood Stories (you might have to scroll down on the panel to see Neighborhood Stories)
To modify settings go to the Household Manager - there is a good guide here

You could for example turn off "adopt child", "adopt pet", and "move in" to keep sims from moving into houses
Anytime you want to create a new household but there isn't an empty lot, you can always click on the house in Manage Worlds and then click "evict" to open up the house but leave it furnished for your new family to move into!
