there was a bug with this a few years ago and the patch notes at the time stated that teens are legit to watch kids network:

Not sure if this is a bug.
Did you see it without teens nearby too ?
What platform are you playing on ? PC or Mac ?
I'm on PC, despite it saying "watching TV with" the teen never actually goes and watches TV with the parents it's just the parent sim watching while the teen does her homework or whatever she was doing, the watch TV action isn't queued up for her or anything. So it's just the parents usually one at a time autonomously "watch TV with"-ing and putting on the children's network and getting bored without their daughter being affected by it at all
