This was moved here from Bug Reports, so I guess that means this is actually by design 🙄
It’s unfortunate when entire lot types become super annoying to use because of something like this. I guess we just can’t take sims to cafes without them gaining a lot of weight from constantly ordering croissants when they’re not hungry. (I mean, I guess it’s realistic but it’s still very obnoxious)

@lucombre have you turned off autonomy in your Game Options? If so you could toggle it on and off again.
You can also watch the queue and cancel it but if it's still not stopping them it might be an overall autonomy issue. I've been finding lately my Sims are doing more autonomous tasks, I'm also on console (Xbox Series X).
- lucombre1 year agoSeasoned Ace@simsplayer818 I always play with autonomy fully on, I don’t like to micro-manage my sims. I don’t understand why it’s designed this way instead of cafes being chill places sims can hang out in without having to watch their queue carefully.
I was hoping that someone else is as annoyed by this as I am, but I guess I’ll just have to stop using this lot type unfortunately.- simsplayer8181 year agoHero@lucombre Ah I see. That's the reason I play with Autonomy Off as their autonomous behaviour often isn't logical.
But even with it turned off my Sims still sometimes spam cooking/eating/drinking actions and mean or flirty interactions so I have to watch them like a hawk.
They must have food on the brain unfortunately and I do find it extremely annoying, especially cleaning up after them.
Another option would be to turn autonomy off while just on those lots or to add activities to the lots to distract them, I don't know if you've already done something along those lines. I've added roller rinks, bowling, games, chess, art and libraries to mine. It's just a suggestion anyway but yes I'd absolutely find that annoying in my game.
Good luck!
