I know we can't exactly have the trait you have a difficult time learning things (speaking for Autism, ADHD, Dyslexia and intellectual Disability to name a few) because despite the 1 thing they all have in common (learning disabilities) it takes a lot of times to create these traits and it might not implement this very well
But i do hope we get a trait you can't learn things the way others do (the exact opposite of "practise makes perfect" or whatever it was called) for a even more realistic gameplay
It can be in the personality trait! (I know it's not everyones cup of tea but i bet some people wants this in The Sims 4)
Since not everyone wants disabilities in the game, it can be in the pack similair to the "holidays celebration" pack, this way people can buy the pack who wants this and leaving people out of this who doesn't want disabilities in the game so it's a win-win for everyone this way
